Hawaii has dozens of open or uncontested seats in 2026. Running for office is more accessible than most people think. Below is an overview of what it takes, broken down by office type.

Public Financing & Spending Limits

Hawaii offers partial public funding for state and county candidates through the Hawaii Election Campaign Fund, funded by the $3 income tax checkoff. To qualify:

File an Affidavit agreeing to voluntary spending limits for your office
File a Statement of Intent to receive public funds
Raise qualifying contributions ($100 or less per donor) meeting the minimum threshold for your office

Public funds are disbursed before the primary and general elections. Amounts vary by office — for example, a State House candidate can receive up to ~$6,000 per election after raising $1,500 in qualifying contributions. Candidates who accept spending limits but don't seek public funds still benefit from capping the election's cost.
